synopsis: INT binom(OP a,b,c)

c becomes the binomial coefficient "a choose b" It also works for negative values for oben. The varaibles a b c may be equal. b must be >= 0. c is freed first. The object a may INTEGER or POLYNOM. The object b must be INTEGER.
